DOJ Files Lawsuit Over WisVote Database in Wisconsin Western Federal Court Against Wisconsin Elections Director Meagan Wolfe and the Wisconsin Elections Commission
As promised by the Trump Administration shortly after the historic 2024 Presidential Election, election integrity was going to be a top priority through many venues, but in particular, cleaning up voter rolls.
The WisVote database in Wisconsin has long been the subject of very questionable legal maintenance, almost total non-compliance with the Help America Vote Act (HAVA), and national security concerns involving possible illegal accessibility.
Many individuals, groups, organizations, Legislators and courts have tried for years to get Meagan Wolfe to comply with HAVA and State Statutes for the WisVote database to no avail.
The new leadership at the DOJ repeatedly tried to patiently and professionally work with Meagan Wolfe in June of this year (See attached DOJ Letter 6-4-25 WEC HAVA, DOJ Letter to WEC June 17, 2025, and WEC Response to DOJ Letter June 17, 2025) to come to an agreement to process the WisVote database to make sure that only US Citizens were voting and voting only once.
The DOJ even politely and patiently sent a final request on December 2, 2025, requesting an electronic copy within 7 days for the WisVote database and Meagan Wolfe indirectly directed the Wisconsin Election Commission to vote “no” to “deny” the DOJ request at their December 11, 2025, Commission Meeting (click here – MacIver Condemns Wisconsin Elections Commission for Rejecting DOJ Voter Data Request). The Commission voted 5-1 to deny the DOJ’s request. Commissioner Robert Spindell, republican appointee, was the only “yes” vote to turn over the WisVote database to the DOJ for compliance processing. The other 2 republican and 3 democrat appointees voted “no” to deny the DOJ’s request to turn over the WisVote database.
Finally, the DOJ lawsuit filed in Wisconsin Western Federal Court on Thursday, December 18, 2025 (click here – US Justice Department sues 3 states, District of Columbia seeking unredacted voter data | AP News), may finally get to the bottom of the much debated and sometimes open dismissals of any concerns from most of the press/media members that Wisconsin’s elections may be affected by election fraud.

There are no legal arguments from states that refuse to turn over voter databases to make sure they are in compliance with elections that involve federal offices.
It appears that Meagan Wolfe is being very poorly advised at great expense to Wisconsin taxpayers.
22 states are being sued for not turning over their voter rolls.
10 states have voluntarily complied while working with the DOJ to implement a plan to clean up their voter rolls before the 2026 Mid-Term Elections.
Wisconsin’s Western Federal Court has 2 judges. Because Meagan Wolfe and the Wisconsin Elections Commission are located in Dane County, the DOJ is required to file their lawsuit in Wisconsin’s Western Federal Court based in Madison (click here for map – District Map | Western District of Wisconsin). Chief Judge William Conley was appointed by President Obama and took the bench in 2010. Judge James Peterson was appointed by President Trump and took the bench in 2019. It is unclear which judge will be assigned this Case.
Here are the typical steps of what happens next when a lawsuit is filed in federal court:
Filing the Complaint: The plaintiff (person suing) files a formal Complaint with the U.S. District Court (Eastern or Western Wisconsin), stating the case, jurisdiction, and requested relief (money/action).
Service: The defendant must be officially notified by being served a Summons and Complaint, often by a process server or sheriff, not the plaintiff.
Defendant’s Response: The defendant files an Answer or a Motion to Dismiss within a set timeframe (e.g., 45 days).
Scheduling Conference: The judge holds a conference to set deadlines for disclosures, discovery, and other key steps.
Initial Disclosures: Both sides exchange basic information about the case.
Discovery (Longest Phase): Parties gather evidence through written questions (interrogatories), requests for documents, and sworn witness testimony (depositions).
Motions & Mediation: Motions (like summary judgment) might be filed, and judges often push for settlement via mediation, where a neutral person helps find common ground.
Pre-Trial: Final preparations, witness lists, and motions before trial.
Trial: If no settlement, a formal trial with evidence and testimony, adhering to strict Federal Rules of Evidence.

Election integrity supporters will be asked to attend Hearings in Madison as the Case moves forward in hopes that the WisVote database will be cleaned up before the Wisconsin Supreme Court Race in April and the 2026 Mid-Term Elections in November that will include Congressional Races, governor, attorney general, etc.
Meagan Wolfe, as you know, was statutorily and legally removed from her position in 2023 by the Republican controlled Wisconsin State Senate (click here – State Senate votes to fire WEC administrator Meagan Wolfe, AG Josh Kaul files lawsuit), but the democrats appealed this decision to the liberal Wisconsin Supreme Court and of course they gave Meagan Wolfe a lifetime appointment in direct violation of Wisconsin State Statutes (click here – Wisconsin Supreme Court rules Meagan Wolfe can remain state’s top elections official – WPR).
Brief Back Story on the Critical WisVote Database and the Importance of Having the Database Legally Vetted by Federal Authorities
We have a truckload of election administration data from the 2020 Presidential Election, publicly reported to have been decided by 20,682 votes, and minimal election administration data from the 2024 Presidential Election that needs to be put in proper context as to why it is of vital importance to have the WisVote database legally vetted before the 2026 Election Cycle.
Here are the main takeaways from mountains of empirical evidence presented by many different government agencies and non-profit groups that will undoubtedly come to light during the discovery phase of the DOJ’s lawsuit against Meagan Wolfe and the legal maintenance of the WisVote database:
46,000 +/- same-day voter registrations in 2020 that had ballots processed for them in 2020 that were eventually found to be missing required statutory information by the Legislative Audit Bureau, but it was too late to challenge any of these ballots.
825,000 +/- absentee ballots in 2020 deposited into Mark Zuckerberg’s 573 statewide absentee ballot drop boxes without any photo ID, signature verification or the signing of a poll book according to Meagan Wolfe.
Wisconsin voters overwhelmingly voted to amend the Wisconsin Constitution to block any non-profit groups from administering our elections and possibly bribing election officials with donations (click here –Wisconsin voters approve constitutional amendments on election funding, officials).
Nearly 2 million absentee ballots processed in 2020 with a .002% rejection rate or 4,270 ballots statewide according to Meagan Wolfe.
The Legislative Audit Bureau reported that their review of the 2020 Presidential Election would show a rejection rate of approximately 7% +/- from their sampling of approximately 15,000 absentee ballots from 29 communities.
Approximately 234,000 +/- names in the WisVote database in 2020 that were identified by E.R.I.C. as having moved out of Wisconsin. Approximately 70,000 of these names had a ballot processed for them in 2020 with little or no vetting according to Meagan Wolfe.
The Speaker’s Office, in 2022, found in a sampling of 91 long-term care facilities in 5 counties that out of 3,301 residents, 3,261 residents had a ballot processed for them or 98%.
Meagan Wolfe reported that in the 2020 Presidential Election, approximately 270,000 names were in the WisVote database designated as indefinitely confined with approximately 220,000 of these names having a ballot processed for them. Indefinitely confined designated individuals automatically have a ballot mailed to an address in the WisVote database without any photo ID, no signing of a poll book, and no signature verification on the absentee ballot certificate.
The Legislative Audit Bureau reported that their review of the 2020 Presidential Election would show deceased people, convicted felons, movers, and possibly mentally incompetent individuals still in the WisVote database.
True the Vote’s geospatial findings’ analysis of 3 counties from the 2020 Presidential Election would show a minimum of 137,551 potential illegal absentee ballots being deposited into Mark Zuckerberg’s absentee ballot drop boxes by very few individuals with the cooperation of Non-Government Organizations (NGO’s).
Meagan Wolfe would also report that there was an unexplained explosion of Oversea Votes in the 2020 Presidential Election.
The DMV and Meagan Wolfe did not have a statutory required signed agreement that would vet the WisVote database in real time.
The DMV and Meagan Wolfe would report that between January 1, 2019, and November of 2023, approximately 300,000 +/- non-US citizens would receive a Wisconsin driver’s license and or photo ID.
Wisconsin voters overwhelmingly voted (70%-30%) to amend the Wisconsin Constitution to allow only US citizens to vote in Wisconsin elections with proof of citizenship (click here – Wisconsin adopts amendment to ban noncitizen voting in all elections – Votebeat).
Wisconsin has approximately 5.8 million +/- residents. This number may be skewed due the compromised 2020 Census that included non-US citizens.
Meagan Wolfe reports that Wisconsin has a 4.6 million +/- voting eligible population.
Meagan Wolfe reports that the WisVote database fluctuates between 3.6 and 3.8 million eligible/active names just before elections and just after elections.
Meagan Wolfe reports that the WisVote database has approximately 4.6 million ineligible/inactive names, which is in total violation of Title III in HAVA.
Meagan Wolfe reports that the WisVote database has increased from a total 7.1 million names to 8.2 million names in just a 36-month rolling period.
