Soon-to-be former Department of Homeland Security Secretary Kristi Noem made one of her first public appearances since leaving DHS, speaking at the Shield of the Americas Summit in Florida after President Donald Trump appointed her as a special envoy to the Western Hemisphere.
The moment marked a major transition for Noem, who was effectively fired from DHS as Trump reorganized leadership at the department.
In the clip, Noem appears confident and energized in her new role, thanking President Trump for creating the initiative and entrusting her with the position.
“I want to thank the president for creating this and for giving me the honor and the opportunity to serve as a special envoy to this region, to the Western Hemisphere,” Noem said.
The Shield of the Americas initiative, introduced by the Trump administration, is designed to strengthen cooperation between the United States and allied nations across Latin America.
The program focuses heavily on security coordination, targeting drug cartels, foreign criminal organizations, and hostile influences operating within the hemisphere.
But security, according to Noem, is only part of the broader goal.
“You can’t have economic progress without security,” she said. “By adding that security element, we then have an opportunity to create economic prosperity that blesses all of our people.”
The summit brought together several cabinet officials and international leaders, including Secretary of State Marco Rubio, who introduced Noem and emphasized the importance of the partnership between Western Hemisphere nations.
Rubio explained that the initiative is not intended to be a symbolic diplomatic forum.
“This is not just going to be something where we meet once a year and put out a paper,” Rubio said. “We want this to be an issue of action.”
He added that Noem will serve as the central coordinator for the program, maintaining direct contact with leaders across the region and ensuring the coalition moves forward with operational cooperation against shared threats.
Noem used the speech to highlight the Trump administration’s record on border security, pointing to the dramatic shift after Trump returned to office.
“In the last year as secretary of homeland security we focused on securing our border,” Noem said. “We transformed our country from one that was being invaded by enemies—millions of them coming in unvetted—to one that has secured its border.”
According to Noem, more than three million illegal immigrants have been deported or removed since the administration intensified enforcement operations.
“Secure borders have changed everything for our country,” she added.
With the border crisis largely under control, the administration now plans to expand its focus beyond U.S. territory by helping neighboring countries strengthen their own security.
A key target: drug cartels and narco-terrorist organizations that destabilize governments and fuel the flow of fentanyl and other narcotics into the United States.
“Our objectives are going to be to destroy the cartels,” Noem said. “We’re going after these narco-terrorists who are destroying our people and killing our children and grandchildren.”
The coalition will also focus on blocking hostile foreign influence in the region—an issue the Trump administration has repeatedly raised regarding Chinese and other adversarial investments in Latin American infrastructure, technology, and strategic industries.
Another central component of the initiative will be migration enforcement coordination between countries in the hemisphere.
“Our hemisphere should be safer, more sovereign, and more prosperous,” Noem said.
During the summit, Noem pointed to several nations already working closely with the United States on security operations, including El Salvador, Ecuador, Argentina, and Chile.
She praised El Salvador’s crackdown on gang violence and suggested the country’s success could serve as a model for others.
The Trump administration has already expanded joint security operations across parts of South America, including efforts to combat cartel activity and drug trafficking networks that operate through remote areas such as mountains and rainforests.
Officials involved in the summit emphasized that the initiative is meant to create a unified regional front against organized crime and terrorism.
Despite the controversy surrounding Noem’s departure from DHS, the appearance suggested the administration still sees her as a key figure in its broader security strategy.
And if the summit is any indication, the Shield of the Americas could become one of the Trump administration’s most ambitious efforts yet to reshape security cooperation across the Western Hemisphere.
